भारतीय संविधान के 'अनुच्छेद 253' के तहत संसद को किसी भी अंतरराष्ट्रीय संधि, करार या अभिसमय को लागू करने हेतु किसी भी राज्य की सहमति के बिना (राज्य सूची के विषयों पर भी) संपूर्ण भारत या उसके किसी भाग के लिए कानून बनाने का पूर्ण अधिकार है।
