भारतीय संविधान के अनुच्छेद 120(1) के तहत यह प्रावधान है कि लोकसभा अध्यक्ष या राज्यसभा के सभापति किसी ऐसे सदस्य को, जो हिंदी या अंग्रेजी में अपनी बात व्यक्त करने में असमर्थ है, सदन में अपनी मातृभाषा में बोलने की अनुमति दे सकते हैं।
