The Chairman of the Finance Commission of India is not a member of the National Development Council (NDC). The NDC comprises the Prime Minister, Union Cabinet Ministers, Chief Ministers of all States and Union Territories, and the members and officials of the NITI Aayog (formerly Planning Commission). The Finance Commission is an independent constitutional body under Article 280 whose primary job is to recommend the distribution of tax revenues, keeping it distinct from the policy implementation function of the NDC.
