Established in 1950 on John Mathai's recommendation, the Estimates Committee (30 members exclusively from Lok Sabha) functions as Parliament's "continuous economy committee":
- Scrutiny of Budget Estimates: Examines whether the budget estimates presented by ministries conform to economy, efficiency, and organizational sound policy.
- Suggesting Alternative Policies: Suggests alternative institutional arrangements, administrative re-engineering, and cost-effective methods to bring efficiency into administration.
