- 1. अनुसूचित जाति (SC) एवं अनुसूचित जनजाति (ST) के सदस्य।
- 2. महिलाएं एवं बच्चे (सभी आय वर्गों के)।
- 3. दिव्यांगजन (PwDs)।
- 4. मानव तस्करी अथवा बेगार के शिकार व्यक्ति।
- 5. प्राकृतिक आपदा, जातीय/सांप्रदायिक हिंसा, सूखा, बाढ़ या औद्योगिक दुर्घटना के पीड़ित।
- 6. औद्योगिक कारखानों के श्रमिक (Workmen)।
- 7. अभिरक्षा (Custody) में निरुद्ध व्यक्ति या बाल गृह/मानसिक अस्पताल के अंतःवासी।
- 8. अल्प-आय वर्ग के नागरिक जिनकी वार्षिक आय राज्य सरकार द्वारा निर्धारित सीमा (सामान्यतः ₹1.5 लाख से ₹3 लाख तक) से कम हो।
