Under Article 253 of the Constitution of India, Parliament possesses plenary power to enact legislation for the whole or any part of the territory of India for implementing any international treaty, agreement, or convention, without needing the consent of any State even on State List subjects.

अन्तर्राष्ट्रीय संधियों को लागू करने हेतु संसद द्वारा भारत के किसी एक हिस्से या सम्पूर्ण भारत के लिए कानून का निर्माण किया जा सकता है
भारतीय संविधान के 'अनुच्छेद 253' के तहत संसद को किसी भी अंतरराष्ट्रीय संधि, करार या अभिसमय को लागू करने हेतु किसी भी राज्य की सहमति के बिना (राज्य सूची के विषयों पर भी) संपूर्ण भारत या उसके किसी भाग के लिए कानून बनाने का पूर्ण अधिकार है।
