Legislative Powers of the State Governor:

Under the Constitution, the Governor is an integral part of the State Legislature (Article 168) and exercises extensive legislative authorities:

• Summoning, Proroguing, and Dissolution (Article 174): Summons and prorogues both Houses of the State Legislature and can dissolve the Legislative Assembly.
• Right to Address and Send Messages (Articles 175 & 176): Addresses the Legislature at the commencement of the first session after general elections and the first session each year (Budget Session).
• Assent to Bills (Article 200): Grants assent, withholds assent, returns non-money bills for reconsideration, or reserves bills for the consideration of the President (Article 201).
• Ordinance Making Power (Article 213): Promulgates Ordinances when the State Legislature is not in session, carrying the same force as a legislative Act (must be approved within 6 weeks of reassembly).
• Nominations (Article 171(5)): Nominates 1/6th of members to the Legislative Council from literature, science, art, cooperative movement, and social service.
