- 2. Disaster Preparedness: Multi-hazard Early Warning Systems (EWS), institutional capacity drills, and NDRF battalion staging.
- 3. Search, Rescue & Emergency Response: Immediate humanitarian logistics (medical triage, shelter, potable water, mass evacuation).
- 4. Post-Disaster Recovery & Reconstruction: Long-term livelihood restoration and socio-ecological rebuilding guided by Sendai Framework 'Build Back Better' principles.

आपदा प्रबंधन (Disaster Management) की अवधारणा एवं इसके 4 चरण:
- परिभाषा: किसी प्राकृतिक या मानवजनित आपदा के प्रभाव को न्यूनतम करने हेतु योजना, तैयारी, बचाव, राहत और पुनर्वास की एक सतत एवं एकीकृत संस्थागत प्रक्रिया (आपदा प्रबंधन अधिनियम, 2005 - NDMA/SDMA)।
- आपदा प्रबंधन चक्र के 4 प्रमुख चरण (4 Phases):
- 1. रोकथाम एवं शमन (Prevention & Mitigation): आपदा के खतरों को कम करने हेतु अग्रिम उपाय (भूकंप-रोधी भवन, तटबंध निर्माण, वनीकरण)।
- 2. पूर्व-तैयारी (Preparedness): प्रारंभिक चेतावनी प्रणालियाँ (EWS), जन-जागरूकता, और NDRF/SDRF की मॉक ड्रिल।
- 3. त्वरित अनुक्रिया एवं राहत (Response & Rescue): आपदा के तुरंत बाद खोज एवं बचाव अभियान, प्राथमिक चिकित्सा, भोजन, पेयजल और सुरक्षित आश्रय उपलब्ध कराना।
