How is the State Legislative Council formed?
Formation of State Legislative Council (Vidhan Parishad):
Under Article 169, Parliament may create or abolish a Legislative Council if the State Legislative Assembly passes a resolution by a special majority (majority of total membership + 2/3rd members present & voting).
Composition (Article 171): Total strength cannot exceed 1/3rd of Assembly strength (minimum 40 members).
- 1/3rd: Elected by local bodies (Municipalities, District Boards).
- 1/3rd: Elected by Members of Legislative Assembly (MLAs).
- 1/12th: Elected by graduates of 3 years' standing in the state.
- 1/12th: Elected by secondary school/college teachers (≥3 years experience).
- 1/6th: Nominated by the Governor from literature, science, art, cooperative movement, and social service.

राज्य विधान परिषद का गठन एवं संरचना:
सृजन/उत्पादन प्रक्रिया (अनुच्छेद 169): यदि राज्य विधानसभा कुल सदस्य संख्या के बहुमत तथा उपस्थित व मतदान करने वाले सदस्यों के 2/3 विशेष बहुमत से प्रस्ताव पारित करे, तो संसद विधि द्वारा विधान परिषद का गठन कर सकती है।
सदस्य संख्या एवं निर्वाचन प्रणाली (अनुच्छेद 171): कुल सदस्य संख्या विधानसभा की कुल सदस्य संख्या के 1/3 से अधिक नहीं तथा न्यूनतम 40 होगी।
- 1/3 सदस्य: स्थानीय निकायों (नगरपालिकाओं, जिला बोर्डों) के निर्वाचक मंडल द्वारा।
- 1/3 सदस्य: विधानसभा के सदस्यों (MLAs) द्वारा गैर-विधायकों में से।
- 1/12 सदस्य: राज्य के 3 वर्ष पुराने पंजीकृत स्नातकों द्वारा।
- 1/12 सदस्य: माध्यमिक विद्यालयों या उच्च शिक्षण संस्थानों के 3 वर्ष अनुभवी शिक्षकों द्वारा।
