Methods of Measuring National Income and Methodology Used in India

National Income measures the total net monetary value of all final goods and services produced by the normal residents of a country during a financial year (represented as NNP at Factor Cost / NNP at Market Prices).

1. Three Classical Methods of Measuring National Income:

  • 1. Product / Value-Added Method (उत्पादन विधि):
    • Calculates the Gross Value Added (GVA) at each stage of production across Agriculture, Industry, and Services: GVA = Value of Output - Intermediate Consumption.
  • 2. Income Method (आय विधि):
    • Measures the total factor payments received by factors of production: National Income = Wages (Labor) + Rent (Land) + Interest (Capital) + Profit (Entrepreneurship) + Mixed Income of Self-Employed.
  • 3. Expenditure Method (व्यय विधि):
    • Measures total aggregate spending on final goods and services: GDP = C (Private Consumption) + I (Investment / GFCF) + G (Government Expenditure) + (X - M) (Net Exports).

2. National Income Measurement Methodology in India:

  • Nodal Agency: Estimated by the National Statistical Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI).
  • Combination / Mixed Method Approach:
    • Product (Value-Added) Method: Applied to commodity-producing sectors — Agriculture, Forestry, Fishing, Mining, and Manufacturing.
    • Income Method: Applied to tertiary service sectors — Banking, Insurance, Real estate, Trade, Transport, and Public Administration.
    • Expenditure Method: Used cross-sectionally to compute macroeconomic aggregates (Gross Capital Formation, Final Consumption).
  • Headline Metric & Base Year: Since the 2015 methodology revision, GDP at Market Prices (Base Year: 2011–12) and GVA at Basic Prices serve as headline indicators.

राष्ट्रीय आय से तात्पर्य किसी देश के सामान्य निवासियों द्वारा एक वित्तीय वर्ष में उत्पादित समस्त अंतिम वस्तुओं एवं सेवाओं के कुल मौद्रिक मूल्य (साधन लागत पर शुद्ध राष्ट्रीय उत्पाद — NNP at Factor Cost) से है।

1. राष्ट्रीय आय मापन की तीन प्रमुख विधियां:

  • 1. उत्पादन / मूल्यवर्धन विधि (Product / Value-Added Method):
    • अर्थव्यवस्था के विभिन्न क्षेत्रों (कृषि, उद्योग, सेवा) में प्रत्येक स्तर पर हुए मूल्यवर्धन की गणना: GVA = कुल उत्पादन का मूल्य - मध्यवर्ती उपभोग।
  • 2. आय विधि (Income Method):
    • उत्पादन के साधनों को प्राप्त होने वाले कुल प्रतिफल का योग: राष्ट्रीय आय = मजदूरी (श्रम) + लगान (भूमि) + ब्याज (पूंजी) + लाभ (उद्यम) + स्वनियोजितों की मिश्रित आय।
  • 3. व्यय विधि (Expenditure Method):
    • अंतिम वस्तुओं और सेवाओं पर किए गए कुल कुल व्यय का योग: GDP = निजी उपभोग व्यय (C) + सकल घरेलू पूंजी निर्माण (I) + सरकारी अंतिम उपभोग व्यय (G) + शुद्ध निर्यात (X - M)।

2. भारत में राष्ट्रीय आय मापन की पद्धति:

  • नोडल संस्था: राष्ट्रीय सांख्यिकी कार्यालय (NSO), सांख्यिकी एवं कार्यक्रम क्रियान्वयन मंत्रालय (MoSPI)।
  • मिश्रित/समन्वित पद्धति (Combination Method):
    • उत्पादन विधि: प्राथमिक एवं द्वितीयक क्षेत्रों (कृषि, वानिकी, खनन, विनिर्माण) में प्रयोग की जाती है।
    • आय विधि: तृतीयक/सेवा क्षेत्रों (बैंकिंग, बीमा, परिवहन, व्यापार, लोक प्रशासन) में प्रयोग की जाती है।
    • व्यय विधि: उपभोग एवं पूंजी निर्माण के समग्र आर्थिक विश्लेषण हेतु उपयोग होती है।
  • आधार वर्ष: वर्तमान में राष्ट्रीय आय की गणना आधार वर्ष 2011-12 पर बाजार मूल्य पर GDP (GDP at Market Prices) के रूप में की जाती है।
