The Izara (Ijaradari) System was a medieval agrarian revenue-farming mechanism popularized during the Later Mughal era (Farrukhsiyar, Muhammad Shah) and early British rule (Warren Hastings, 1772):

  • Mechanism: The right to collect land revenue of a specific territory was auctioned off to the highest commercial bidder (the Ijaradar).
  • State vs Peasant Impact: The State received a fixed guaranteed sum, while the Ijaradar was given unchecked authority to extract as much revenue as possible from peasants.
  • Disastrous Consequences: Led to extreme extortion of the peasantry, abandonment of agricultural lands, decay of irrigation, and famine, as contractors had no long-term stake in land improvement.

इजारा (ठेकेदारी) प्रणाली:

इजारा प्रणाली मध्यकाल (उत्तर मुगल काल) तथा वारेन हेस्टिंग्स (1772) द्वारा बंगाल में लागू की गई भू-राजस्व वसूली की ठेकेदारी व्यवस्था थी:

  • कार्यपद्धति: किसी क्षेत्र विशेष से भू-राजस्व वसूलने का अधिकार खुली नीलामी में सर्वाधिक बोली लगाने वाले ठेकेदार (इजारेदार) को एक निश्चित अवधि (1 या 5 वर्ष) हेतु सौंपा जाता था।
  • प्रभाव: सरकार को निश्चित राजस्व प्राप्त होता था, किंतु इजारेदार अधिक से अधिक मुनाफा कमाने हेतु किसानों पर अमानवीय अत्याचार कर लगान वसूलते थे।
  • दुष्परिणाम: किसानों का भीषण शोषण हुआ, खेती बंजर होने लगी और ग्रामीण अर्थव्यवस्था तबाह हो गई क्योंकि ठेकेदार का भूमि सुधार में कोई स्थायी हित नहीं था।
